FCDCC approves resolution concerning Desalinization

The Fresno County Democratic Central Committee approved the following resolution at its General Meeting April 3, 2013.

Resolution to meet climate change challenges to the water supply through expanded construction and use of desalination and recycling water programs and facilities

WHEREAS the current California Democratic Party Platform calls for a comprehensive statewide water resource management plan; and

WHEREAS our need for potable water exceeds the availability of our traditional sources of potable ground and surface water in many states including California, requiring extensive and expensive water projects and imports from other states even in “wet” years, and climate change, increasingly erratic weather, and  decreased average snow pack in our mountains will threaten the availability of water from both in-state and out-of-state sources leaving the storage and delivery infrastructure with insufficient water to distribute, requiring new and more reliable sources of water; and

WHEREAS recycled, reclaimed, and desalinized waters represent an almost unlimited and unutilized source of water unaffected by climate variations, and mindful that the cost of filters used in water recycling and desalination facilities has fallen 90% over the last 10 years, thereby greatly reducing the cost of recycling and desalinating water, and in recognition of the reality that in the not-too distant future we will be forced to build and use these types of facilities to maintain our water supply, and in that it makes sense economically, politically, and practically to create long-term facilities such as water recycling and desalination plants to optimize the otherwise weather-dependant usefulness of dams, other storage facilities and long distance water transportation facilities;

THEREFORE BE IT RESOLVED that the Fresno County Democratic Central Committee shall call upon the Governor and the State Legislature to encourage increased reclamation, recycling and desalination and include provisions for the reclamation and recycling of the waters we currently use as well as the desalination of the ocean water off our coasts, in all water issue proposals initiated by them; and

BE IT FURTHER RESOLVED that the Fresno County Democratic Central Committee shall provide copies of this resolution to the California Democratic Congressional delegation and encourage them to introduce legislation to expand the use of water recycling and desalination of ocean water to meet our ever growing water needs.

FCDCC approves resolution calling for Filibuster Reform

The Fresno County Democratic Central Committee approved the following resolution at its General Meeting April 3, 2013.

A Proposed Resolution of the Fresno County Democratic Central Committee To Address the Current Abuse of the Filibuster and Majority Rule

WHEREAS our government is intended to govern through majority rule with respect for the rights and opinions of the minority parties to be heard; and

WHEREAS recent efforts to govern by the majority have been disrupted by abuse of the filibuster and other techniques to the detriment of the function of government;

THEREFORE be it resolved that the Fresno County Democratic Central Committee calls upon its Senators, Congressional Delegation, and other elected officials to take immediate steps to reform the processes of government so as to restore the functioning of majority rule while retaining respect for the rights of the minority parties to be heard, beginning with the rules regarding the filibuster; and

BE IT FURTHER RESOLVED that upon adoption of this resolution, the Fresno County Democratic Central Committee shall distribute copies of this resolution to its Senators and Congressional Delegation.
